About Me

Cletus Okereke Umeh is the Acting Director of Licensing in the Nigerian Civil Aviation Authority (NCAA). He was born on 20^th August, 1960. After his Primary School in Umuaku Central School, Isuochi, he had a stint of Technical Education in Okporo Technical College before making Division One in WASC from Bishop Shanahan College, Orlu in 1980. He proceeded to the University of Nigeria, Nsukka where he graduated in 1984 with a B.Sc. in Physics & Astronomy.

Umeh did his NYSC at the Nigerian Defence Academy (NDA), Kaduna in 1984/85 service year, when the Academy started Degree programme. There, he lectured the pioneer Degree Cadets of the NDA, in Physics, some of whom today are Major Generals in the Nigerian Army.

Umeh started his Aviation career in Air Registration Branch (ARB) of the defunct Civil Aviation Department, Federal Ministry of Transport & Aviation as a Licensing Examiner II in 1987 and has grown through the ranks to become the Acting Director of Licensing today.

Umeh, in these years in Aviation has been exposed to, and acquired much knowledge, skill, experience, competence and expertise in Aviation. He is a qualified Commercial Pilot having been trained and also obtained a Diploma in Commercial Pilot, Instrument Rating & Multi-Engine from the Nigerian College of Aviation Technology (NCAT) Zaria. Prior to this, he had his initial Pilot Ground School training in Oxford Air Training School, England. Umeh possessed a Masters degree in Transportation Planning & Management from the University of Lagos.

Due to his quest for safe Aviation operations, he proceeded to the UK where he obtained a Flight Instructor Rating. He had attended other numerous Aviation Courses locally and internationally, among which are GSI-Personnel Licensing and Operations respectively by ICAO, ITS-Flight Standards by FAA, HS- 800XP Pilot Type Rating by CAE, Curriculum Development & Instructional Testing-FAA, International Instructor Training-FAA, Compliance & Enforcement Procedures-FAA, Training Instructor & Air Safety Management for Practitioners respectively by ICAO/TRAINAIR PLUS, Surveillance of Service Providers by FAA.            

Umeh is well knowledgeable and very experienced in Regulatory functions. He headed the Certification team for NCAT Zaria, IAC-Ilorin, & IHFS-Enugu ATOs on several occasions. He equally supervises skill tests standards for the issuance of Flight Crew Licenses/Ratings at various ATOs.

He is a recipient of some distinguished awards such as the Honorary Doctorate Degree in Public Administration from the Resurrection of Christ Theological College in partnership with Brethren College of Theology, an affiliate of Ashland University, Ohio USA in March, 2010. He was also recognized, appreciated, and honoured by the Oklahoma State Fair as an Honorary Guest in 2012 “Oklahoma State Fair”.
